Is Your Bank Ready for Verification of Payee in Bulgaria?

The introduction of Verification of Payee (VOP) marks another important step in the evolution of European payments. For the first time, customer interaction becomes an integral part of regulatory compliance, making user experience, operational processes, and data quality as important as technical implementation.

Verification of Payee (VOP) is a service that checks whether the name or identifier entered for a payment beneficiary corresponds to the account holder associated with the provided IBAN before a transfer is executed. It is designed to help reduce fraud and misdirected payments by giving customers confirmation about the recipient’s identity.

 

VOP requirements have already entered into application for payment service providers in the euro area. Due to the euro adoption in Bulgaria, local banks and payment service providers are expected to implement this verification step within the payment process from 1 January 2027. This deadline gives Bulgarian banks an opportunity to prepare in a structured way rather than treating VOP as another compliance project.

Verification of Payee Is More Than a Name Check

The primary objective of VOP is to reduce the risk of misdirected and authorized push payment (APP) fraud by giving customers name verification before submitting a payment. While the verification itself takes only seconds, its effectiveness depends on accurate customer data, clear communication within payment channels, and operational readiness to manage outcomes. As a result, Verification of Payee introduces a visible decision point in the payment journey, directly influencing customer trust and experience.

Data quality becomes one of the foundations of a successful Verification of Payee implementation. VOP relies on consistent and accurate customer information maintained across multiple systems, where discrepancies in naming, incomplete records, or outdated data can lead to unreliable verification results. Beyond regulatory compliance, maintaining high-quality data is now essential to ensuring reliable payment processing and delivering seamless customer experience.

Preparing the Entire Payment Journey

Customers initiate payments through different channels, from mobile and internet banking to the branch. Regardless of the entry point, VOP results should be communicated clearly and consistently so that customers understand what the verification means and what action they can take next.

Clear communication of verification outcomes is essential. Informative messages help customers make confident decisions while reducing support requests and operational uncertainty.

The more complex challenge is ensuring that VOP fits into the bank's wider operational model, including:

  • Exception handling – Clear processes for mismatches, failed checks, unavailable services, and cases where customers choose to proceed despite a warning.
  • ‍Customer support – Consistent guidance to help customers and support teams understand verification results and what to do next.
  • ‍Monitoring  - Operational monitoring should go beyond the availability of the VOP service. Banks should be able to identify patterns in verification outcomes, failed or unavailable checks, unusual volumes, and potential data-quality issues.
  • ‍Auditability – A clear record of what was verified, what result was returned, what the customer saw, and what decision followed.
  • ‍Reporting – Meaningful insights into verification outcomes, exceptions, customer decisions, and recurring operational issues.

Key considerations include how verification results are presented, how customer decisions are recorded, which teams handle enquiries, and how activity is monitored. 

Addressing these areas early helps banks move beyond simply implementing VOP and towards integrating it into a payment process that is reliable, transparent, and operationally sustainable.

Looking Beyond Compliance

Verification of Payee demonstrates how modern banking regulation increasingly extends beyond technology and compliance into customer experience and operational excellence. Institutions that prepare early will not only meet regulatory expectations but also strengthen the quality, consistency, and trustworthiness of their payment services.
